KIRKBY ON BAIN PARISH COUNCIL
Minutes of the meeting held on Thursday 03rd November 2022 in the school hall at 7:00 pm
Present: With Councillor Briscombe in the Chair there were also present councillor(s) Russell, Saunders, Thomas and Cole.
Absent: Councillors Armitage and Midgley. District councillor Kemp and Leyland. County Councillor Patricia Bradwell and the local PCSO.
Public: There were no members of public present.
Public Forum – None
The meeting was opened at 7:05pm
1. Chairman’s remarks – The chairman welcomed all present and thanked them for coming.
2. Apologies for absence and reasons given – Apologies received and accepted from Councillor Armitage, District councillor Leyland and Thomas and County councillor Bradwell. Councillor Midgley was absent.
3. To receive declarations of interest in accordance with the Localism Act 2011 – None.
4. Notes of the council meeting held on Thursday 29th September 2022 to be approved as minutes and signed by the Chairman.
It was:-
Proposed by Councillor Cole and Seconded by Councillor Russell and RESOLVED by all that the notes be approved as minutes and signed by the Chairman.
5. To receive reports from outside bodies
a) County Councillor – Not present, no report given but asked for any issues to be sent to her as needed.
b) District Councillor – Not present, no report given but asked for any issues to be sent to them as needed. Councillor Saunders asked for an update on the dog waste bins.
c) Police – Not present, no report given.
6. Councillor reports:
a) Councillor Midgley – Speeding in the village, liaising with Police and Highways issues – not present no report given. It was noted that the reactive speed sign is not working.
i) Councillor Cole was asked to chase the installation of the new bench and councillor Thomas was asked to put in pegs as to where it should be situated.
ii) Councillor Briscombe reported that he is still looking at options for a plaque for the flagpole.
b) Councillors Saunders and Thomas – Flooding, parking and liaising with the environmental agency – No issues to report at this time. Councillor Thomas is going to send some pictures to the clerk of damaged fencing by the river to send onto the environment agency.
7. To discuss any Planning applications – Nothing recent as all done via email.
8. To approve councils budget for 2023-2024 and precept amount
It was:-
Proposed by Councillor Thomas and Seconded by Councillor Saunders and RESOLVED by all that the precept be increased by 8% to £5,400.00 and the budget be approved. (see attached)
9. Finances:
a) Bank Balance and signing of Statements and closing of HSBC account – The bank balance as of 22nd October is £6,087.23.
b) Payments required: -
i. A. Jackson – £300.00
ii. S. Kulwicki – Wages/ Tax for Sept&Oct- £292.56
iii. HMRC - £54.40
iv. RBL- Lamp post poppies donation - £40.00

Proposed by Councillor Briscombe and Seconded by Councillor Russell and RESOLVED by all that the payments be approved.

A discussion was had on the possible election and coronation dates and the annual parish meeting may be changed to the 7th May to join in celebrations of the coronation and the village picnic to save holding multiple events. The clerk was asked to circulated the dates to councillor to see what their availability is.

12. The next meeting is scheduled for 12th January 2023. Are there any items for inclusion on the next agenda – There were none.
