KIRKBY ON BAIN PARISH COUNCIL
Minutes of the meeting held on Thursday 04th March 2021 via Zoom at 7:00 pm
Present: With Councillor Briscombe in the Chair there were also present councillor(s) Arden, Thomas, Midgley, Saunders, Cole and Stones.
Absent: District councillors Leyland, Kemp, County councillor Bradwell and local PCSO.
Public: There where 4 member of public present.
Public forum:
A member of public present was considering buying a house in the area and has some questions for the council. The council referred her to the relevant departments to get the answers that they wanted in regards to flooding and traffic in the area. They council also suggested the member of public go for a walk in the village and talk to the local residents who are around at the time while following COVID-19 guidelines that way they will be able to get a better feel for the area and ask questions of the locals.
81. Chairman’s remarks – The chairman welcomed all present and thanked them for coming.
82. Apologies for absence and reasons given – None received,
83. To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests and any written requests for dispensation – None.
84. Notes of meeting held on Thursday 14th January 2021 to be approved as minutes and signed by the Chairman.

Proposed by Councillor Stones and Seconded by Councillor Midgley and RESOLVED by all that the notes be approved as minutes and signed by the chairman.
85. To receive reports from outside bodies
a) County Councillor Patricia Bradwell was not present and no report has been given. Councillor Midgley told the council that he has met with the county councillor and they have been around the village and notified a few areas of flood prevention. Councillor Bradwell is going to talk with highways about the ditches in the area as some maintenance is needed as well as repairs from the drainage board.
b) District Councillor not present no report given.
c) Police not present as on annual leave and no report given.
86. Annual Parish meeting – Councillor Briscombe explained a little about what the annual parish meeting is to the new councillors. The APM is usually held in May but following government guidelines the council cannot hold one at this time. The council will try to do one when guidelines allow.
87. Village sign – Councillor Arden told the council that Highways has given permission for the signs in their current design and a high resolution copy of the designs has now been sent to the supplier.

It was:-
Proposed by Councillor Arden and Seconded by Councillor Midgley and RESOLVED that the sign be ordered with a dark brown frame for the cost of £2987.97 plus VAT.
88. Mains sewerage scheme – Councillor Thomas told the council Kirkby On Bain doesn’t qualify for main sewerage based on immunity for the area. There is already an effective system in place with the septic tanks. Councillor Thomas said the council can apply but it will be unlikely they will make it through the first stage as there is no real problems with sewerage in the area at the moment. He told the council that high priority can take up to 9 years and low priority is 12 years. The closest mains sewerage is Woodhall spa and Mareham le fen which Kirkby on Bain would need to be linked too but this can cost 2 to 4 million pounds which is down to the homeowners to fund as they are the ones who have to ensure they is a suitable sewerage system in place, there may be some funding available for it but not all. The council thanked simon for the time he has spent on this but the council don’t think it is worth pursuing at this stage in time.
89. Telephone box maintenance – Councillor Briscombe told the council that the painting will be done in the better weather.
90. Grass cutting for 2021- A discussion was had on the current amount of cuts and if these could be reduced. The clerk was asked to compile a list of cuts that have been done for the last year to get an idea of what would be done next year and then the council will use this data to make a decision on the amount of cutting needed.
91. Reactive speed Sign – Councillor Arden told the council that the battery has now been received and the sign will go back up in sue course.
92. Safer together – The clerk was asked to email the team and see if a meeting can be arranged when COVID- 19 restrictions allow.
93. ELDC local plan review – Councillor Midgley informed the council that he had completed the consultation but found it was difficult to navigate. Councillor Cole asked if there where posters that could be displayed to get the info out to the community so they could have their say if they wanted too. The clerk agreed to make some posters.
94. To discuss any Planning applications
a) Highfield House, Roughton Road – The councillors needed more time to go through the application before they can make any comments.
b) A breech in planning was anonymously reported to the parish council. Councillor Saunders is going to investigate and report back to the council.
95. To report any highways issues
a) Councillor Arden reported issues with parking on Wharf Lane from the nursery and told the council of his concerns for children’s safety when the school re opens as this will cause more parking issues. A discussion was had on possible resolutions for the parking issues it was agreed to arrange a meeting with all concerned parties when restrictions allow.
b) The clerk told the council that the litter pickers have been delivered and was asked to contact a local member of the parish to arrange delivery of the pickers.

Proposed by Councillor Stones and Seconded by Councillor Midgley and RESOLVED by all that the litter picking policy be approved and used appropriately.
c) Councillor Saunders told the council that a job has been issued for a street sign outside his property.
96. Finances:
a) Bank Balance and signing of Statements – The councils bank balance as of the 22nd February Is £8,108.12.
b) Payments required:-
i. LIVES – Defib Parts - £66.00 (PAID)
ii. LALC annual subs - £136.92 (PAID)
iii. LALC annual training scheme - £90.00 (PAID)
iv. S. Kulwicki – Jan and Feb - £360.28
v. HMRC – PAYE - £8.60
It was:-
Proposed by Councillor Briscombe and Seconded by Councillor Stones and RESOLVED that the above payment be approved and duly paid.
97. Clerks correspondence – All sent through email between meetings.
98. To confirm the date of the next meeting - The next meeting will be held on the 6th May 2021 at 7pm via zoom this will be the annual meeting of the parish council.
It was:-
Proposed by Councillor Arden and Seconded by Councillor Midgley and RESOLVED that the meeting date be changed from 20th May to 6th May.
99. Any other matters for discussion on the next agenda – There were none.
