Minutes from 02.03.2023

KIRKBY ON BAIN PARISH COUNCIL
Minutes of the meeting held on Thursday 2nd March 2023 n the school hall at 7:00 pm 
Present: With Councillor Briscombe in the Chair there were also present councillor(s) Russell, Armitage, Saunders and Thomas. County Councillor Patricia Bradwell also attended the meeting. 

Absent: Councillors Midgley and Cole. District councillor Leyland and the local PCSO. 

Public: There was 7 member of public present.  

Public Forum:
A member of public asked if there was a condition in place where HGS’s avoid coming through Kirkby on Bain. The chairman informed them that this was not a formal agreement just a request made previously. 
Members of Roughton parish council attended the meeting as they have various concerns about the speeding in their parish they would like to join together with the council and create a working group to exchange ideas and experiences which will work towards getting a shared CSW speed gun and related equipment; if enough volunteers come forwards. 

The meeting was opened at 7:10pm 

1. Chairman’s remarks – The chairman welcomed all present. 

2. Apologies for absence and reasons given – Apologies received and accepted from Councillor Midgley and Cole. 

3. To receive declarations of interest in accordance with the Localism Act 2011 – There were none. 

4. Notes of the council meeting held on Thursday 12th January 2023 to be approved as minutes and signed by the Chairman. 
It was:-
Proposed by Councillor Armitage and Seconded by Councillor Russell and RESOLVED by all that the notes be approved as minutes and signed by the Chairman. 

5. To receive reports from outside bodies
a) County Councillor Patricia Bradwell told the council she is meeting with Councillor Midgley and Highways in the village next week to look at local issues. 
b) District Councillors were not present. 
c) Police – Not present but the clerk has circulated the Police newsletter for the area. 

6. Councillor reports:
a) Councillor Midgley was not present. 
b) Councillor Armitage told the council he is now taking down the sign and charging it, then reinstalling. A discussion was had on the different types of reactive speed signs which do not require charging. The clerk was asked to send some quotes to the councillors which she had obtained for another parish. 
c) Councillor Russell asked if some double bend signs could be installed on Main Road and asked if the road markings outside the Ebrington Arms could be re-painted. 
d)  Councillor Thomas told the council that parking at the school is still an issue. 
b) Councillors Saunders and Thomas told the council that the river is still low. 

7. Kings Coronation Village Celebrations – 7th May, to include the APM 
It was:-
Proposed by Councillor Briscombe and Seconded by Councillor Thomas and RESOLVED by all that the meeting on the 17th May be cancelled and incorporated into the Kings coronation celebration evet. 
A discussion was had on the possible location of the event and the what will be happening. Music has been confirmed and member of the parish and surrounding areas can bring their own refreshments. 

8. To discuss any Planning applications 
a) S/094/01375/22 – application for 88 lodges on site of the old quarry, Kirkby On Bain. This application was withdrawn but there has been complaints from members of the public in regards to a 22 tonne digger on site. The chairman told all that this has been reported to the relevant authority and is being dealt with.
b) Mill House Farm – Councillor Armitage told the council that the noise is still ongoing at the site. The clerk told the council that planning enforcement won’t do anything they have said it should be reported to environmental health. The chairman told all that the District councillor is aware of the issue and is dealing with it. 

9. Construction of base for jubilee bench 
It was:-
Proposed by Councillor Briscombe and Seconded by Councillor Armitage and RESOLVED by all that the bench be installed.  

10. Finances:
a) Bank Balance and signing of Statements – The current bank balance is £5,111.67. 
b) Payments required: - 
i. LALC Subs- £138.68
ii. S. Kulwicki – Wages/ Tax for Jan & Feb - £209.76
iii. HMRC - £51.40
iv. Plaque via S. Kulwicki - £127.14
It was:-
Proposed by Councillor Armitage and Seconded by Councillor Russell and RESOLVED by all that the above payments be approved and duly paid. 
 
11. Clerks’ correspondence – The clerk told the council that she has re-confirmed the councils declaration of compliance with the pension scheme. The clerk also told the council that the nomination packs are available and she has copies to be completed if they wish to stand on the council again. 

12. The next meeting is scheduled for: 7th May 2023 at Springfields, Tattershall Road at 1pm  (time to be confirmed) this will be the annual parish meeting incorporated into the village picnic and the annual council meeting will be on the 18th May 2023 at 7pm. 
     Are there any items for inclusion on the next agenda – There were none.
