Minutes from 12.01.2023

KIRKBY ON BAIN PARISH COUNCIL
Minutes of the meeting held on Thursday 12th January 2023 n the school hall at 7:00 pm 
Present: With Councillor Briscombe in the Chair there were also present councillor(s) Russell, Armitage and Midgley. 

Absent: Councillors Saunders, Thomas and Cole. District councillor Leyland. County Councillor Patricia Bradwell and the local PCSO. 

Public: There was 1 member of public present.  
Public Forum – None
The meeting was opened at 7:00pm 

1. Chairman’s remarks – The chairman welcome all present and wished them a Happy New Year. 

2. Apologies for absence and reasons given – Apologies received and accepted from councillor Saunders and Cole. Councillor Thomas was not present, no apologies received. District councillor Thomas Kemp gave apologies on behalf of councillor Leyland. 

3. To receive declarations of interest in accordance with the Localism Act 2011 – None. 

4. Notes of the council meeting held on Thursday 3rd November 2022 to be approved as minutes and signed by the Chairman.
It was:-
Proposed by Councillor Armitage and Seconded by Councillor Midgley and RESOLVED by all that the notes be approved as minutes and signed by the Chairman. 

5. To receive reports from outside bodies
a) County Councillor not present no report given. 
b) District Councillor Thomas Kemp told the council that he would chase up the progress of the dog bins. The council offices have moved to Horncastle and the Manby offices have been sold, but they are having quite a lot of ICT issues. He told the council that there is some funding available for the warm spaces incitive. ELDC are having issues with setting the budget due to the amount of money the IDB are requesting, council tax will go up. ELDC will start to reject more bins due to the amount of contamination.  
c) Police – Not present no report given. 

6. Councillor reports:
a) Councillor Midgley told the council that he has been unwell and hasn’t been able to do anything. He asked for the councils permission to speak with Roughton parish council to see if the parishes could join together with the CSW speed gun initiative.

Proposed by Councillor Midgley and Seconded by Councillor Russell and RESOLVED by all that he approach Roughton Parish council. 
b) Councillors Saunders and Thomas – Not present no repots given. The clerk told the council that the environmental department have acknowledged her email about the barbed wire on the river bank. 

7. To discuss any Planning applications – None 

8. Clothing bank – ASTCO – Councillors discussed the idea of having a clothing bank in the village but they did not believe there was enough demand for one. 

9. Highways issues
a. Speed limits and signs on Kirkby Lane – The clerk was asked to write to Highways and ask for some suggestions on how the road can be improve to make it more safe for drivers and pedestrians. 
b. Councillor Kemp suggested that village gates be used as a speed reduction method but the council felt this was covered with the village signs. 

10. Construction of base for jubilee bench – Councillor Briscombe told the council that he was going to chase the installation.

11. Finances:
a) Bank Balance and signing of Statements – The clerk did not have the current bank statement and will send it to the council via email as soon as possible.  
b) Payments required: - 
i. S. Kulwicki – Wages/ Tax for Nov & Dec - £276.40
ii. HMRC - £52.40
iii. Hall hire for 2023 - £210.00
iv. M. Briscombe – Plaque - £130est
It was:-
Proposed by Councillor Briscombe and Seconded by Councillor Armitage and RESOLVED by all that the above payments be approved and duly paid. 
 
12. Clerks’ correspondence – The clerk told the council that most items are dealt with via email between meetings. The chairman discussed dates for the delayed Christmas meal which are to be confirmed. Councillor Armitage told the council he was speaking with BT engineers and the village should expect fibre to property in the near future. He has also received a complaint from a member of public in regards to the noise of the extractor fans from Mill House designs. The clerk was asked to write to the planning department and environmental department about it. 

13. The next meeting is scheduled for 2nd March 2023. Are there any items for inclusion on the next agenda – None.
