KIRKBY ON BAIN PARISH COUNCIL
Minutes of the remote meeting held on Thursday 3rd September 2020 at 7:00pm via Zoom.
Present: With Councillor Briscombe in the Chair there were also present councillor(s) Saunders, Arden, Midgley and County Councillor Patricia Bradwell.
Apologies: Councillor Stones. 
Public: There were no members of public present. 
31. Chairman’s remarks – The chairman welcomed all present and thanked them for coming, there is a lot to discuss. 

32. Apologies for absence and reasons given – Apologies revived and accepted from councillor Stones. District councillor Tom Kemp also sent his apologies. 

33. To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests and any written requests for dispensation – There were none. 

34. Notes of meeting held on Thursday 2nd July 2020 to be approved as minutes and signed by the Chairman.
It was:-
Proposed by Councillor Arden and Seconded by Councillor Briscombe and RESOLVED by all that the notes be approved as minutes and signed by the chairman.  

35. To receive reports from outside bodies
a) County Councillor Patricia Bradwell asked the council if Kirkby Lane verges had been repaired. Councillor Midgley told her that they have been done but have been damaged again since the repairs have been carried out. She also asked the council if Roughton road speed limit signs had been moved yet but the council had no updates on this. The council reported that the flooding on Welsyke lane is still an issue. She told the council that this is under investigation at the moment along with the drain on Main road which councillor Midgley reported at the last meeting. LCC highways have told councillor Bradwell that the junction on Kirkby lane and main street is not a problem as long as it is being used safely. The council need more police presence in the village to help reduce the speeders coming through. Patricia has spoken with the police inspector in Horncastle and they are going to get back to her. Councillor Midgley told her that the overgrown hedges/ verges are not helping the issue as causing visibility problems. Councillor Bradwell will continue to monitor this issue but the main issue is the speeding and parked cars at this junction so more police presence is needed. 
b) District Councillor – not present, no report given. 
c) Police - not present, no report given.

36. Broadband – Councillor Briscombe reported that the new builds in the village did not have the better broadband and neither does Roughton road from the ebrington arms. Councillor Bradwell is going to discuss this with the broadband dept at LCC as the whole area should have improved broadband speeds not just part of it.

37. Main’s Sewerage scheme – Councillor Briscombe asked this to be moved to the next council meeting. 

38. Village sign – Councillor Arden reported that the sign designs are now complete. The council just need to decide on the size in order to order them. The council also needs to arrange for someone to erect them once ordered. Councillor Arden agreed to contact a few local craftsmen to see if any of them would be available to do it. 

39. Reactive speed data – The speed sign data has been sent to all the council via email before the meeting. Councillor Arden told the council that the maximum speed recorded was 90mph for June, July and August. He is working on a better way to read the data from the system. Councillor Bradwell is going to speak with another parish and Lincolnshire road safety partnership to see if they are able to advise him on how to access the data better. 

40. To discuss any Planning applications – There were no recent applications to discuss. 

41. To report any highways issues - Discussed during P. Bradwell report.

42. The co-option of any potential candidates present – there were none. 

43. Finances:
a) Bank Balance and signing of Statements – The current bank balance as of the 22nd August is £11,993.03
B) Payments required:- 
i. A. Jackson - £210.00 
ii. S. Kulwicki – Wages for end of June, July and August (tax refund) - £356.52
It was:-
Proposed by Councillor Briscombe and Seconded by Councillor Midgley and RESOLVED by all that the above payment are approved and be duly paid.   

44. Clerks correspondence –  The clerk told the council all correspondence is sent via email. She has received an email from the licencing department in regards to the Wild festival which has taken place recently, which confirms that the event was approved. 

45. The next meeting is scheduled for 5th November 2020. Are there any items for inclusion on the next agenda. There was nothing else to add. The council are going to look into having a meeting in person next time if the option is available.
