KIRKBY ON BAIN PARISH COUNCIL
Minutes of the meeting held on Thursday 03rd July 2025 in the school hall at 7:00 pm
 
Present: With Councillor Armitage in the Chair there were also present Councillor(s) M. Obermuller, J. Russell, C. Cole, M. Savage and S. Midgley. 

Public: There was 5 members of public present.  

Public forum:
A member of public asked the council if any progress has been made on getting a weight limit applied for the village to reduce HGV’s passing through the village. Cllr Armitage informed them that this is something the County Cllr is working on and will come up later in the meeting. 

Members of public present also discussed planning application Ref: S/094/00385/25. They asked the parish council to get clarification from planning as to what the revisions are and when a decision will be made on this application as the deadline has passed.

5. To receive reports from outside bodies
a) County Councillor – Report emailed: 

Some updates as promised from myself and Leila in Highways:
 
· Lorry’s through village (see sperate document & letter from resident below) - Request for 7.5ton limit through the village.
 
As discussed, I have separated two Environmental Weight Limit (EWL) requests now, one for Rimes Lane and the other for the roads through Kirkby on Bain and Roughton.  These will be added to the list, alongside a previous request for a weight limit assessment on Moor Lane, Roughton, pending a new revised policy on weight limits across the County.  We are still awaiting that formal policy so I'm unable to say when they will be assessed.
 
Any weight limits always have exceptions for HGVs that need to access businesses still, so no matter what the outcome of the assessments, this may not completely restrict HGV movements through these villages. This is why a plan to talk with businesses could be more effective, especially at this early stage.
 
· Environment Agency's commitment to investigate lowering the bank on the east side of the river
 
I (Cllr Oliver) have spoken with my flooding team, and they are going to attempt to set up a meeting on site with the environment agency to finally get this sorted. I will update you as soon as I have more information.
 
· SLOW signage on Main Street (emailed the fix my Steet ref) – see map below
 
We have reviewed the previous road markings here before the resurfacing scheme and will be looking to reinstate any that are missing. We will update you with further dates when available
 
· Completion of Road Drainage scheme . The restoration of the road side verges. Please see map below.
 
We will be arranging these works in due course, once the weather will be amenable to successfully seeding these verges.  I have discussed the verge repairs with the teams who were working in Kirkby on Bain.  Due to the dry weather, the reseeding that was carried out after the scheme has not successfully grown.  Once we have some suitable weather for successfully achieving this, I will ask my team to visit and arrange for these areas to be seeded again.  It is likely to be after Summer/Spring-all weather dependent, but it will be done in due course.
 
· Flood protection scheme for Kirkby on Bain by The Environment Agency – Walk around the local area to be arranged between council and county Cllr to highlight area of need.

· Removal of the green tip signs directing vehicle through village - As the recycling tip has been relocated away from Kirkby On Bain to the far end of Tattershall Road, the recycling signs that need amending for simpler vehicular access from the main Horncastle / Coningsby road are;
1. The newly erected large sign on the main Horncastle road towards Coningsby (at the top of Rimes Lane by Haltham garage) needs changing to direct traffic to continue along Horncastle Road towards Coningsby and not turn right towards KOB village.
1b A new sign would also be needed at the top of Rimes Lane (by the garage junction) directing recycling traffic to turn right when exiting Rimes Lane.
2. At the bottom of Rimes Lane just after the bridge on the left-hand side, the sign directing traffic to turn left through the village needs to be removed.
2b A new recycling sign would be needed by or incorporated on the existing road direction sign to Haltham on Roughton Road, directing recycling traffic to travel over the bridge via Rimes Lane.
3. The two signs at the bottom of Kirkby Lane by the Main Street roundabout near the Ebbrington Arms currently directing traffic to turn right to travel through the village need to be turned180°. The new signs should instead direct recycling traffic to turn left towards Roughton and then pick up the new sign (see 2b) to turn right onto Rimes Lane.
 
I (Cllr Oliver) was not happy with the response on this one, so I have very strongly asked them to reconsider. Again, please leave this one with me and I will update you accordingly.

b) District Councillor – Not present, Cllr Leyland report as follows: 

We are currently dealing with waste being dumped at the old quarry. Officers have involved the EA and site visits have happened. This is an ongoing matter. I have nothing new to report on the amenity land or Millhouse manufacturing at this stage. 
 
6. Church Hall – Update 

No current updates. 

7. Highways

a) Reactive speed sign position – Cllr Savage informed all that the member of public has thanked  him for moving it and there is now no more light pollution, they would however still like it to be moved

8. River Bain - Holes in the River bank

Cllr M. Savage will compile a report for the clerk to send to the EA, MP and county councillors to see what they can do to help raise the banks. The EA have promised to investigate previously but this can be used as a useful reminder. 

9. Playground project 

a) Cllr Obermüller has spoken with the school Headteacher who was very supportive of playing equipment being erected on the field and he is arranging a meeting with the school.  He informed the meeting that access to the field, when accompanying a playground supplier, was challenged through safeguarding concerns. The Brocklesby Trust, which owns the field, has confirmed that the field is available for use of the whole community.

b) Projects plans and funding so far – Cllr Obermuller is applying for grass roots funding and has arranged for 3 quotes for the works. He is looking into who currently does the grass cutting and who would be responsible for insurance. The meeting agreed that the parish council is content to pay the annual maintenance costs.

10. Illegal dumping – Kirkby moor quarry progress

See item 5b. Cllr Armitage will send the clerk the what3words location so it can be easily identified. 

11. To discuss any Planning applications 

a) Milhouse manufacturing – This site is not a statutory nuisance but council have noted that the sounds emitted are increasing. The clerk was asked to write to environmental health and ask for another test to be carried out. 

b) EC/094/00401/23 - Kirkby Lane illegal small holding progress – No updates. 

12. Finances:
a) Bank Balance and signing of Statements, current balance £11,854.57. 

b) Payments required: -
i. Lloyds Bank fees - £4.25
ii. A. Jackson – grass cutting - £300.00
iii. S. Kulwicki – Wages for May and June - £404.64
iv. HMRC PAYE- £87.20

13. To approve the councils safeguarding policy 

It was:-
