KIRKBY ON BAIN PARISH COUNCIL
Minutes of the meeting held on Thursday 9th January 2025 in the school hall at 7:00 pm
Present: With Councillor Briscombe in the Chair there were also present councillor(s) Armitage, Obermuller, Russell, Midgley, Cole, Savage, County Councillor Patricia Bradwell, District councillor Craig Leyland and District Councillor Thomas Kemp.
Public: There was 10 members of public present.
Public forum:
A member of public told the council that since the drains have been replaced 2/3 houses have flooded from the recent rainfall and he believes the works did not help with the flooding it actually made it worse.
Another member of public told the council that a pump is needed near the Ebrington Arms or a lagoon. They also told the council that Milhouse manufacturing is still causing a nuisance with the noise coming from the site.
A member of public present told the council that she has spent £8,000 of flood defences to protect her home. She is if there was any help avliable to help with these costs, Cllr Bradwell told her she would take her contact info and help with the matter.
Cllr Obermuller asked if any progress has been made on the amenity land which is being used as a small holding with the people living on site. There is a notice already on the site which informs them they must not be living there by August. Cllr Leyland told him that that he will get an officer to visit the site to see what progress is being made.
Cllr Leyland told all that environmental health department is dealing with the current complain for Milhouse manufacturing.
The meeting opened at 7:15pm

3. To receive declarations of interest in accordance with the Localism Act 2011.
None.
4. Notes of the council meeting held on Thursday 7th November 2024 to be approved as minutes and signed by the Chairman.
It was:-
Proposed by Councillor Obermuller and Seconded by Councillor Cole and RESOLVED to approve the notes as minutes and for the chairman to sign.
5. To receive reports from outside bodies
a) County Councillor Patricia Bradwell told all that the drain works have been completed and are working better. She told the council that Tattershall Road and outside the Ebrington Arms will be resurfaced but is not able to give a date at this time. Cllr Russell asked if the footpaths could be done as well in these areas, Cllr Bradwell told her that she would put a request in for these as well.
Cllr Bradwell is working on having a flood summit to get all the people needed in one place to discuss what can be done to help local people, particularly getting the bank lowered in Kirkby On Bain. Cllr Obermuller told her that when it rains or is flooding locally the water is gathering at the roundabout near the church which will only get worse. She told him that she will report this to highways. Cllr Armitage asked if the drains works have officially finished as there is a dyke which has been half filled which he believes led to the flooding of his property as it was left half done. Cllr Bradwell will check the status of this.
b) District Councillor Thomas Kemp told all that he is still chasing the litter bins but the person who deals with these will not be back in the office until Monday but he will have the answer for the council by next week.
c) District Cllr Craig Leyland told the council that the Lincolnshire investment fund is going live soon with 10 million pounds of funding available. There are funds available now of up to £25,000 which he will send to the clerk.
He told the council that on Monday there will be some funding available for flood victims to buy essential items needed. He told the council that the EA are in serious financial straits.
6. The co-option of potential candidates present
It was:-
Proposed by Councillor Briscombe and Seconded by Councillor Armitage and RESOLVED for Matt Savage to be co-opted on to the council.
7. Flood defences
a) Community Emergency Planning Meeting & Village plan – Cllr Briscombe told all that there will be a member of the emergency planning team attending the councils APM to discuss what id needed and hopefully the council can get some volunteers from this.
8. Highways issues
a) Request TRO – The parish council asked Cllr Bradwell to carry request that a TRO be caried out in Kirkby On Bain as the council feel there is very much a need for one to be done. There are many suitable routes for HGV’s which avoid coming through Kirkby On Bain. Cllr Bradwell what in complete agreement with this. She told the council that she will get the household waste and recycling signs removed which direct traffic into Kirkby on Bain to get to the tip, particularly the one in Haltham and those at the bottom of Kirkby Lane and Rimes Lane.
b) The parish council is also preparing some maps of suitable routes available which can be used and the council will present them to her once completed.
c) LGV Moments through the village – see item 8a.
d) Litter bin progress- see item 5b.
e) Planting of a Christmas tree on the old village green
It was:-
Proposed by Councillor Obermuller and Seconded by Councillor Armitage and RESOLVED for the council to purchase a rooted Christmas tree for the ‘village green’.
9. Church Hall repair funding progress
Cllr Briscombe told the council that when any grant or funding information comes out he is passing it on to the PCC so they can use this to apply for funding towards their works.
10. To discuss any Planning applications
a) Milhouse manufacturing – see public forum.
11. Finances
a) Bank Balance and signing of Statements – The council current account balance is £7,431.18.
b) Payments required: -
i. LALC – Annual subs - £152.54
ii. LALC – ATS - £144.00
iii. S. Kulwicki – Wages for Nov/ Dec - £431.76
iv. HMRC - £94.00
It was:-
Proposed by Councillor Obermuller and Seconded by Councillor Midgley and RESOLVED for the above payments to be approved and duly paid.
12. Clerks’ correspondence
None.
13. Thanks to LCC road gang – small meeting to be held…
It was:-
Proposed by Councillor Briscombe and Seconded by Councillor Obermuller and RESOLVED to give thanks to the road gang as they have worked well in the community and have been very accommodating.
14. The next meeting is scheduled for: Thursday 6th March 2025 at 7pm in Kirkby On Bain school hall. Are there any items for inclusion on the next agenda…
a) Cllr Leyland suggested that the council fund a study as to what this council can do to help prevent flooding and then present it to the EA for consideration. Cllr Armitage told all that the EA are doing to be doing a survey of the area as told by Mr. Reily at the last council meeting.
