KIRKBY ON BAIN PARISH COUNCIL
Minutes of the meeting held on Thursday 6th March 2025 in the school hall at 7:00 pm
Present: With Councillor Armitage in the Chair there were also present councillor(s) Obermuller, Russell, Midgley, Cole, Savage and County Councillor Patricia Bradwell.
Public: There was 3 members of public present.
Public forum – None.
The meeting opened at 7:00pm
1. Chairmans remarks
Cllr Armitage reported that the chairman is unable to attend so he is acting as chair for this meeting.
2. Apologies for absence and reasons given.
Apologies received from Cllr Briscombe.
3. To receive declarations of interest in accordance with the Localism Act 2011.
None.
4. Notes of the council meeting held on Thursday 9th January 2025 to be approved as minutes and signed by the Chairman.
It was:-
Proposed by Councillor Obermuller and Seconded by Councillor Midgley and RESOLVED for the notes to be approved as minutes and signed by the chairman.
5. To receive reports from outside bodies
a) County Councillor Patricia Bradwell told all that she is in conversations with highways and the traffic regulation team. She is also going to speak with Leyla Harding to get things moving.
b) District Councillor – not present.
6. Highways issues
a) Request TRO – Update Cllr Bradwell – see item 5a.
b) Litter bin progress – Cllr Kemp – No updates.
c) Planting of a Christmas tree on the old village green – Completed
7. Church Hall repair funding progress
The PCC have had some architect plans drawn up for the site but need to secure funding for the works.
8. To discuss any Planning applications
a) Application by Ossian Offshore Windfarm Limited (the applicant) for an Order granting Development Consent for the Ossian Transmission Infrastructure – The council object to this application as the Wolds is an area of outstanding natural beauty.
b) EC/094/00401/23 - Kirkby Lane adjacent to Reddings Wood – No updates.
9. Finances:
a) Bank Balance and signing of Statements – The clerk will email the council the recent bank statements.
b) Payments required: -
i. M. Briscombe – Map for tree site - £17.53
ii. A. Jackson – outstanding from 2024 - £360.00
iii. M. Briscombe – Ebrington Arms and cake (community event) - £272.00
iv. M. Briscombe - Christmas tree - £80.00
v. M. Briscombe – fencing - £50.00
vi. S. Kulwicki – Wages for Jan/ Feb - £389.92
vii. HMRC - £83.60

Proposed by Councillor Obermuller and Seconded by Councillor Russell and RESOLVED for the above payments to be approved and duly paid.
10. Clerks’ correspondence
None.
11. Thanks to LCC road gang – Feedback from event
Cllrs reported that it was a lovely event and it was well attended. The operatives reported that they have never has anything like this done for them before.
12. The next meeting is scheduled for: Thursday 8th May 2025 at 7pm which will be the council annual parish meeting at. The annual council meeting will be on the 15th May at 7pm in Kirkby On Bain school hall. Are there any items for inclusion on the next agenda…

13. To resolve to move into closed session as required- Under the Public Bodies (admissions to meetings) Act 1960 and the Local Government Act 1972, ss 100 and 102
